Background on the bills
In short, HB2248/SB1175, HB2737 and SB1459 are an overreach by the Arizona Legislature. The bills seek to take Constitutional power from the Arizona Corporation Commission, which regulates utility companies including APS, TEP, and UNSE and has set energy policy for decades.
The bills would undermine the extensive energy rules process the Arizona Corporation Commission has conducted for the last couple of years, and the resulting policy supported by business entities, consumer organizations, health leaders, environmental groups, faith-based institutions, and consumers across our state.
The bills would create uncertainty for businesses, which may cause them to locate or expand their operations elsewhere; therefore, impacting job creation and having a rippling effect on our state’s economy. If the bills were to pass, they would likely result in years of costly litigation.
Business entities including the Arizona Technology Council and the Greater Phoenix Chamber; consumer groups including the Arizona Public Interest Research Group (Arizona PIRG) and Wildfire: Igniting Community Action to End Poverty in Arizona; and health leaders including the Arizona Public Health Association and the American Lung Association in Arizona are opposed to HB2248/SB1175 and HB2737. Arizona PIRG also urges the legislature to Vote No on SB1459.
